Is this art?

I have always been under the impression that anything can be art. However, not fully understanding what the the purpose of the object being shown is, I find it difficult for me to determine whether this is art, or just a picture of a urinal, with no thought or creativity behind it. Maybe if I had more knowledge about the picture, it would make more sense to me.
